Mayor Boylak called the meeting to order at 7:00 PM.

Prystai – that we adopt the minutes of the previous regular meeting of September 19, 2017 as circulated.

#707/17 Lottery Licence Applications:

Jordan – that we approve the following Lottery Licence Applications:

#708/17 Building Permit Applications:

Swinburson – that we approve the following Building Permit Applications:

Mayor Boylak declares conflict of interest due to a financial interest and leaves Council Chambers 7:01 p.m. Deputy Mayor Karakochuk assumes the Chair.

Swinburnson – that the following voucher be approved for payment as recommended by the General Government Committee of Councillors Jordan and Prystai and attached hereto:

General Voucher #1254 = 436.61

Swinburnson – that the following vouchers be approved for payment as recommended by the General Government Committee of Mayor Boylak, Councillors Jordan, and Prystai and attached hereto:

General Vouchers: #1252 to #1253 = $ 157.07
General Vouchers #1255 to #1325 = $472,825.71

Payroll Vouchers #1231 to #1251 = $ 23,431.33

#711/17 1999 Ford Half Ton:

Prystai – that we place the 1999 Ford half ton for sale by tender on an “as is” basis in the Wynyard Advance Gazette.

#712/17 Cemetery Bylaw:

Prystai – that we instruct the Chief Administrative Officer to create a Cemetery Bylaw regarding our agreement with the R.M. of Big Quill on the operations of the Pleasantview Cemetery.

#713/17 Civic Centre Reverse Osmosis System:

Prystai – that we table the installation of the Civic Centre RO system to the next meeting.

#714/17 Chorneyko’s Report:

Prystai– that we receive Chief Administrative Officer Chorneyko’s report as presented.

#715/17 Complaints/Comments Report:

Swinburnson – that we receive the Complaints/Comments Report as presented.

#716/17 Garbage Truck Fuel Injection Pump:

Prystai– that we approve purchasing fuel injectors for the garbage truck and hire Belak Truck & Transport Repair to install them at a cost of $7,100 plus taxes.

#717/17 Garbage Truck Tires:

Karakochuk– that we purchase two new tires for the garbage truck from Brooks Tire at a price of $1,200 and two new tires for the garbage truck from Wynyard Tire at a cost of $660.

#718/17 “Property for Sale” Signs:

Swinburnson – that we purchase fifteen “Property for Sale” signs and place them on various town owned properties.

#719/17 Construction Risk Management Workshop:

Karakochuk – that we authorize Public Works Superintendent Melsted to attend the SUMAssure Construction Risk Management Workshop in Melfort on November 2, 2017 at a cost of expenses.

Karakochuk – that we receive Public Works Superintendent Melsted’s Report as presented.

#721/17 Morrow’s Report:

Karakochuk – that we receive Water Works Superintendent Morrow’s Report as presented.

#722/17 Kids and Teens Mental Muscle Program:

Swinburnson – that we rent Studio 3 in the Cornerstone Credit Union Arts & Culture Centre to Lou-anne Stefankiw for twelve days to conduct a Kids & Teens Mental Muscle Program at a rental fee of $300 plus g.s.t.

#724/17 2018 Tax Exemption:

Swinburnson – that we authorize a one year tax exemption in 2018 for Roll #505010550, Roll #505010600, Roll #505010900, and Roll #505011050 as per Town of Wynyard Tax Exemption Policy.

#725/17 Software Maintenance Renewal:

Prystai – that we approve the Aptean Software Maintenance renewal in the amount of $5,422.25.

#726/17 Bylaw Enforcement Officer Contract:

Karakochuk – that we refer the Bylaw Enforcement contract renewal to the General Government Committee.

#727/17 Correspondence:

Jordan– that we receive and file the correspondence as per the list attached hereto.

#728/17 Free Garden Refuse Pick-Up:

Boylak – that we advertise in the Wynyard Advance Gazette that free pick up of garden refuse will take place October 16 to 20, 2017.
