Mayor Boylak called the meeting to order at 7:01 PM.

Kucey – that we adopt the minutes of the previous regular meeting of March 20, 2018 as circulated.

#173/18 Administrative Bylaw Amendment:

Kucey – that we instruct the Chief Administrative Officer to create a bylaw to amend Bylaw #10/10, the Administrative Bylaw, to reflect changes and duties of department heads.

Karakochuk – that we receive Chief Administrative Officer Chorneyko’s Report as presented.

#175/18 Residential Recycling Pickup:

Swinburnson– that we approve the proposal from Easy Bin Waste Removal to provide bi-weekly residential recycling pick up.

#176/18 Plastic Bag Ban:

Boylak – that we refer the issue of banning plastic grocery bags to the Public Works Committee.

#177/18 Bylaw #4/18:

Kucey – that Bylaw #4/18, also known as a bylaw of the Town of Wynyard to Amend Administration Bylaw #10/10, be introduced and read for the first time.

#178/18 Bylaw #4/18:

Swinburnson – that Bylaw #4/18 be read for a second time.

CARRIED

#177/18 Bylaw #4/18:

Jordan – that we proceed with the third reading of Bylaw #4/18.

#179/18 New Arena Loan Application:

Prystai – that an application be made to the Local Government Committee for permission to borrow the sum of seven million dollars ($7,000,000) from BMO in 2018, repayable over a period of twenty-five (25) years, for the purpose of constructing a new, multi-purpose arena.

And that the amount of the said debt shall be payable in equal monthly installments of principal and interest in the years 2018 to 2043 inclusive, with interest at a five-year fixed rate of 3.38% amortized over twenty-five (25) years and renewed every five (5) years.

#180/18 Employment Position:

Karakochuk – that we hire Shawn Kubista as Public Works Labourer/Relief Water Plant Operator as per the Wage & Salary list attached hereto.

Councillor Karakochuk declares conflict of interest due to a financial interest and leaves Council Chanbers 8:18 p.m.

#181/18 Emergency Snow Removal:

Kucey – that we pay Jerome Karakochuk a total of $600 for emergency snow removal work.
CARRIED

Councillor Karakochuk returns to Council Chambers (8:20 p.m.).

#182/18 Melsted’s Report:

Kucey – that we receive Public Works Superintendent Melsted’s Report as presented.
CARRIED

#183/18 Digital Radio Water Meter Reading Equipment:

Karakochuk – that we purchase software for digital radio meter reading equipment and approximately 200 digital radio water meters at a cost of $80,000.

#184/18 Morrow’s Report:

Karakochuk – that we receive Water Works Superintendent Morrow’s Report as presented.

#185/18 Curling Club Lounge:

Jordan – that we set the rental rate for the Curling Club Lounge at $200 per day and designate the area as 19+ years of age.

#186/18 Special Events Permit:

Jordan – that we authorize a Special Events Permit for the Curling Club as follows:

Friday, April 20, 2018 Curling Rink Lounge 2:00 p.m. – 2:00 a.m.

#187/18 New Recreation Complex:

Prystai – that we approve the Easy Bin Waste Removal proposal to haul waste from the new arena construction site at a cost of $14,400.

#188/18 New Arena Dry Walling Contract:

Prystai – that we award the contract for dry walling for the new arena construction project to QSI at a cost of $284,670.

CARRIED

#189/18 New Arena Concrete Forming Contract:

Prystai – that we award the concrete forming contract for the new arena construction project to Quorex at a cost of $104,730.

#190/18 Summer Staff:

Karakochuk – that we hire Keira Johnson, Kelsey Jordan, Bruno Bourque, and Danielle Guina to the positions and rate of pay as per the document attached hereto.

Jordan – that we receive Director of Leisure Service Hoytfox’s Report as presented.

#192/18 Old Sarcan Building:

Prystai – that we refer the old Sarcan Building purchase proposals to the General Government Committee.

#193/18 2018 UMASS Convention:

Prystai – that we authorize Chief Administrative Officer Chorneyko to attend the 2018 Urban Municipal Administrator’s Association of Saskatchewan Convention in Saskatoon June 5 -8, 2018 at a cost of $220.50 plus expenses.

Kucey – that we receive and file the correspondence as per the list attached hereto.
