Call to Order:

Mayor Boylak called the meeting to order at 7:00 PM.

#618/17 Minutes:

Swinburnson – that we adopt the minutes of the previous regular meeting of August 15, 2017 as circulated.

Jordan – that we approve the following Business Licence Applications:

Mayor Boylak declares conflict of interest due to a financial interest and leaves Council Chambers 7:01 p.m. Deputy Mayor Karakochuk assumes the Chair.

Kostyk – that the following voucher be approved for payment as recommended by the General Government Committee of Councillors Jordan, Kostyk and Prystai and attached hereto:

#624/17 Special Assessment Bylaw:

Karakochuk – that we instruct the Chief Administrative Officer to create a Special Assessment Bylaw for Local Improvement #1-16 – to pave a section of Bergmann Avenue at a prepaid rate of $94.19 per frontage metre or paid over ten years at a rate of $11.61 per frontage metre.

Kucey– that we publish a notice on the Special Assessment Bylaw for Local Improvement #1-16 and that we send the individual notices to the affected property owners.

#626/17 Minimum Tax/Mill Rate Factor Bylaw:

Karakochuk – that we instruct the Chief Administrative Officer to create a Minimum Tax and Mill Rate Factor Bylaw whereby the minimum tax for residential property is $1,325, with $250 being on the land; the minimum tax for commercial property is $1,425, with $425 being on the land; the mill rate factor for residential property is 0.65; and the mill rate factor for commercial property is 1.95.

#627/17 Discounts & Penalties Bylaw:

Kucey – that we instruct the Chief Administrative Officer to create a bylaw to set the discounts and penalties for the tax levy with a 6% discount if paid by September 30th, a 5% discount if paid by October 31st, a 4% discount if paid by November 30th and a penalty of 10% on all outstanding tax balances unpaid as of December 31st.

Karakochuk – that we set the uniform mill rate for 2017 at 13 mills.

Kostyk – that we proceed to transfer title to the Town of Wynyard on Roll #505002050 and Roll #505031800 as per The Tax Enforcement Act.

Kucey – that we authorize the Chief Administrative Office to attend the Water Security Agency Workshop in Saskatoon on October 19, 2017 at a cost of $85 plus expenses.

#659/17 Heavy Truck Route:

Karakochuk – that we send a letter to the local CPR station requesting that their heavy trucks use the designated “heavy truck route” in the Town of Wynyard.

#661/17 Brick Tender:

Kostyk – that we approve the tender from Eric Webb to purchase approximately nine pallets of rectangular bricks at a cost of $2,563.

#662/17 Brick Tender:

Jordan – that we approve selling 50 T-bricks at a cost of $1 per brick to Brian Sveinbjornson.

#663/17 Old Museum Building:

Kostyk – that we award the tender to demolish the old museum building to TLF Dirtworx at a cost of $2,500 plus taxes.

#664/17 General Government Report & Jordan’s Report:

Kostyk– that we receive the General Government Report and Councillor Jordan’s Report as presented.

#666/17 Refuse Bylaw Amendment:

Kostyk– that we instruct the Chief Administrative Officer to amend the Refuse Bylaw to state that the charge for extra garbage will be $2.50 per bag.
