Call to Order:

Mayor Boylak called the meeting to order at 7:00 PM.

#447/20 Minutes:

Swinburnson – that we adopt the minutes of the previous regular meeting of September 1,
2020 as circulated.

#448/20 Building Permit Applications:

Jordan – that we approve the following Building Permit Applications subject to approval of the building inspector:

#21/20 – Gerry Magnusson– Construct Deck – $137.70

#449/20 Business Licence Applications:

Swinburnson – that we approve the following Business Licence Applications:

#58/20 – MTM Roofing Ltd. – Mark Williams – $200
#59/20 – Ruben Vallejo – Mini Catering – $50

Mayor Boylak and Councillor Kostyk declare a conflict of interest due to a financial interest and leave Council Chambers at 7:02 p.m. Deputy Mayor Karakochuk assumes the Chair.

Prystai – that we approve the following vouchers for payment as recommended by the General Government Committee of Councillors Jordan and Prystai and attached hereto:

Mayor Boylak and Councillor Kostyk return to Council Chambers at 7:03 p.m. Mayor Boylak resumes the Chair.

#453/20 Southwest Paving:

Kucey – that we authorize Southwest Paving to slurry seal a portion of the 640 grid at a cost of $8,000 plus tax.

#454/20 2020 Municipal Election Poll:

Swinburnson– that, as per Section 22 of The Local Government Election Act, 2015, we establish Poll 1 at the Civic Centre Auditorium for the 2020 Municipal Election.

#455/20 2020 Municipal Election Homebound Voting:

Jordan – that, as per Section 30 of The Local Government Election Act, 2015, we authorize Homebound Voting for the 2020 Municipal Election.

#456/20 2020 Election Official Remuneration:

Prystai – that we set the Election Officer remuneration as per the list attached hereto.

#457/20 Lagoon Bylaw:

Kucey – that we authorize the Chief Administrative Officer to redraft the Lagoon Discharge Fee Bylaw.

Kucey – that we receive CAO Chorneyko’s report as presented.

#459/20 Bylaw #7/20:

Swinburnson – that Bylaw #7/20, a Bylaw Regarding Discharge of Effluent into the Town of Wynyard Lagoon be introduced and read for the first time.

Kucey – that Bylaw #7/20 be read for a second time.

Jordan – that we proceed with the third reading of Bylaw #7/20.

#462/20 Lagoon Dredging:

Karakochuk – that we hire Ungar Construction to dredge the Town of Wynyard Lagoon at a cost of $3,000 plus applicable taxes.

#463/20 2013 GMC Sierra Tires:

Karakochuk – that we purchase a set of tires for the 2013 GMC Sierra from Koback Tire & Lube at a cost of $913.14.

#464/20 Backhoe Snow Bucket:

Kucey – that we authorize purchasing a snow bucket for the backhoe, from Brian Dugoid, at a cost of $2,750 plus applicable taxes.

#465/20 Town Superintendent’s Report:

Kucey – that we receive Town Superintendent Reid’s report as presented.

CARRIED

#466/20 Sand Trap Rake:

Jordan – that we authorize ordering a sand trap rake from Clark’s Supply, at a cost of $23,800 plus applicable taxes, to be purchased in the 2021 fiscal year.

#467/20 Anderson’s Report:

Jordan – that we receive Director of Leisure Services Anderson’s Report as presented.
CARRIED

#468/20 Bylaw Enforcement Officer Report:

Prystai– that we receive the Bylaw Enforcement Officer Report as submitted by email.

#469/20 Order to Demolish:

Prystai – that we reject the request of a six-month extension for the Orders to Demolish three residences, received from Troy Baril from the Miller Thomson Law Firm.
CARRIED

#470/20 Correspondence:

Jordan – that we receive and file the correspondence as per the list attached hereto.

#471/20 Public Works Committee Report:

Kostyk – that we receive the Public Works Committee report as presented by Councillor Kucey. CARRIED

#472/20 Councillor Karakochuk’s Report:

Jordan– that we receive Councillor Karakochuk’s report as presented.
