Mayor Armstrong called the meeting to order at 7:13 PM.

#703/12 Minutes:

Kucey – that we adopt the minutes of the previous meeting of October 4, 2012 as circulated.

#704/12 Lottery Licence Applications:

Lamb – that we approve the following Lottery Licence Applications:

#15/12 St. Mary’s CWL – Sheila Hitchings – Raffle – $5

Delegation: RCMP – Cst. Jim Floyd: 7:14-7:20 PM. Police Report for September, 2012.

#705/12 RCMP Report:

Lendzyk – that we receive the Police Report as presented by Cst. Floyd.

#706/12 Regional Planning Summit:

Lendzyk – that we register five seats at the Regional Planning Summit on November 23, 2012 at a cost of $75 per seat plus expenses.

#707/12 Tax Enforcement:

Lamb – that we remove the tax lien on Roll #505102800 as all the taxes have been paid.

#708/12 Civic Numbers – Teskey Crescent:

Lendzyk – that we change the unit numbers on 406 Teskey Crescent from #1 – #6 to
#7 – #12.

#709/12 Combine Roll Numbers:

Kucey – that we extend Avenue A along the railway track and join it up with Bole Crescent subject to acquiring the appropriate land from Lot 1, Block C, Plan BH2354,

Kucey – that we receive Town Superintendent Karakochuk’s report as presented.

#714/12 Morrow’s Report:

Kucey – that we receive Water Works Foreman Morrow’s report as presented.

#715/12 Double-Wide Modular Homes:

Boylak – that we instruct the Chief Administrative Officer to create a bylaw to amend the Zoning Bylaw to allow double-wide modular homes in the RMH – Residential Mobile Home District and that we set the front and rear yard minimums at six meters.

#716/12 Community Garden Plots:

Kucey – that we increase the community garden plot rate to $20 per year.
CARRIED

#717/12 Saskatchewan Parks and Recreation Association:

Lamb – that we authorize Director of Leisure Services Stefanovic to attend the Saskatchewan Parks and Recreation Association Fundraising Workshop in Regina on November 15, 2012 at a cost of expenses.

#718/12 Library After School Program:

Lamb – that we allow Carlton Trail Regional College free use of the library to run an after school program.

#719/12 Stefanovic’s Report:

Lamb – that we receive Director of Leisure Services Stefanovic’s report as presented by Chief Administrative Officer Chorneyko.

Boylak – that we deny the request from Vogue Health & Fitness for reimbursement of the sign corridor sign posts.

#721/12 Maintenance of Wynyard Airport Agreement:

Kucey – that we receive notice from the Ministry of Highways and Infrastructure that the Maintenance of Wynyard Airport Agreement has been extended.

#722/12 Century Crescent Developments Additional Berm Construction:

Lamb – that we pay the invoice to Century Crescent Developments for additional berm construction in the amount of $5,135.

#723/12 Century Crescent Developments Additional Berm Construction:

Lendzyk – that we pay $2,567.50 for the invoice to Century Crescent Developments for the additional berm construction at the coulee.

#724/12 Town of Wynyard History Book:

Lamb – that we proceed with publishing the Town of Wynyard’s History Book, enter into a contract with St. Peter’s Press, and order 1,500 books at a cost of $38,490 plus taxes.

#725/12 Water & Sewer Main Installation:

Kucey – that we authorize signing the Civic Works Contract, as provided by Catterall & Wright Consulting Engineers, for the Local Improvement project of installing the water and sewer mains along 4th Street East.

#726/12 Tax Incentive Policy Amendment:

Boylak – that we amend the Tax Incentive Policy to include residential properties that have been approved for the Head Start on a Home Program as follows:

Year 1 – 100% exemption

Year 2 – 75% exemption

Year 3 – 50% exemption

#727/12 SUMA Central Regional Meeting:

Kucey – that we authorize all of Council and the Chief Administrative Officer to attend the Saskatchewan Urban Municipalities Association Central Regional Meeting in Lanigan on November 13, 2012 at a cost of $20 per person plus expenses.

#728/12 Receive Correspondence:

Kucey – that we receive and file the correspondence as per the list attached hereto.

#729/12 Mayor’s Report:

Kucey – that we receive Mayor Armstrong’s report as presented.
CARRIED

#730/12 ABCANN Letter of Support:

Boylak – that we provide a letter of support to ABCANN for a medical marijuana facility as long as the company is sanctioned by the proper authorities.
CARRIED

#731/12 General Government Committee Report:

Lamb – that we receive the General Government Committee Report as presented by Councillor Boylak.
CARRIED

#732/12 Lamb’s Report:

Kucey – that we receive the Recreation & Culture Report as presented by Councillor Lamb.

#733/12 Complaints/Comments Report:

Kucey – that we receive the Complaints/Comments Report to October 18, 2012 as presented.

#734/12 Financial Statements:

Lendzyk – that we receive the Financial Statements to September 30, 2012 as presented.
