Call to Order:

Mayor Czarnecki called the meeting to order at 7:02 PM.

#612/13 Minutes:

Babey – that we adopt the minutes of the previous meeting of October 3, 2013 as circulated.

#613/13 Building Permit Applications:

Boylak – that we approve the following Building Permit Application as per the approval of the Building Inspector:

#36/13 WCHS – Construct Sports Building – 400 – Avenue D West – $397.43

Swinburnson – that we approve the following Business Licence Applications:

#616/13 Rapid Growth Community Report:

Swinburnson – that we approve the Rapid Growth Community Report as prepared by Chief Administrative Officer and submit it to Government Relations.

#617/13 Amend Dog & Cat Bylaw:

Prystai – that we instruct the Chief Administrative Officer to create a bylaw to amend the Dog & Cat Bylaw to better deal with dogs creating a disturbance.

#618/13 Bereavement Policy:

Boylak – that we refer the updating of the Bereavement Policy to the General Government committee.

#619/13 List of Land in Arrears:

Boylak – that we acknowledge receipt of the List of Land in Arrears as per Section 3(1) of The Tax Enforcement Act.

#620/13 Removal from List of Land in Arrears:

Swinburnson – that, as allowed by Section 3(3) of The Tax Enforcement Act, we remove from the List of Land in Arrears all properties in which the arrears are less than half the previous year’s tax levy.

Prystai – that we instruct the Chief Administrative Officer to prepare and advertise the Tax Enforcement List as per Section 4 of The Tax Enforcement Act.

Kucey – that we offer the Water Works Assistant Position to Derek Melsted at a rate of Utility III, Tier 10 plus $1.00/hour.

Prystai – that we hire the Wynyard Fire Department to patrol on Halloween at a rate of $600.

Swinburnson – that we receive Water Works Foreman Terry Morrow’s report as presented.

Babey – that we consider Ashley Eccles’ official start date as May 7, 2013.

Jordan – that we receive Director of Leisure Services Stefanovic’s report as presented.

#632/13 Asset Management Program:

Boylak – that, as recommended by Mid Sask Municipal Alliance, we authorize hiring VEMAX to develop an Asset Management Plan at an estimated cost of $3,654.

#633/13 BHP Billiton Invitation:

Boylak – that we authorize the Mayor and two Councillors to attend the grand opening of the BHP Billiton Discovery Lodge and Regional Office on November 15, 2013.

#634/13 Rapid Growth Community Meeting:

Boylak – that we authorize the Chief Administrative Officer or a Council Member to attend the Rapid Growth Communities meeting in Humboldt on October 29, 2013.

Boylak – that we instruct the Chief Administrative Officer to update the Purchasing Policy to create thresholds for which tendering will be required.
