Prystai – that we adopt the minutes of the previous regular meeting of October 17, 2017 as circulated.

Kucey – that the deadline for owners to prepay the local improvement special assessment for LI#1-16 and as authorized by Bylaw #26/17 and Bylaw #32/17 be December 15, 2017.

Karakochuk – that we amend our Tax Exemption Policy to award a two year full exemption on new construction or major renovations to replace the former three year graduated exemption established by Resolution #559/08.

Prystai – that we acknowledge receipt of the List of Land in Arrears as per Section 3 (1) of The Tax Enforcement Act.

Prystai – that as allowed in Section 3 (3) of The Tax Enforcement Act, we remove from the list all properties in which the tax arrears do not exceed 50% of the previous year’s tax levy.

Karakochuk – that, as recommended by Public Works Superintendent Melsted, we hire Byron Lowenberger to the Public Works Department as per the Wage & Salary scale attached hereto.

Kucey – that we authorize sending letters to the owners of Roll #505008950 and Roll #505009150 properties regarding cleaning their grease traps regularly in order to prevent sewer blockages.

Karakochuk – that we authorize hiring B & B Septic to jet the sewer line on the 100 Block of Avenue B East.

Karakochuk – that we authorize hiring Bruno Bourque for Town of Wynyard property snow removal on a contract basis as per the Wage & Salary scale attached hereto.

Swinburnson– that we approve the Quorex Construction Management Proposal for the New Arena Project as attached hereto.

#797/17 Construction Management Committee:

Swinburnson – that we appoint Mayor Boylak, Councillor Prystai, Councillor Karakochuk, and alternate Councillor Danny Kucey as Council representatives and appoint Director of Leisure Services Hoytfox to the Construction Management Committee for the New Arena Project.

Prystai – that we recommend to Quorex Construction that for the New Arena Project our preferred excavation contractor is TLF Dirtworx Inc. and our preferred electrical contractor is Straker Electric.

Swinburnson – that we instruct Chief Administrative Officer Chorneyko to release our financing details for the New Arena Project to PMGM Architecture.

Jordan – that, as recommended by Director of Leisure Service Hoytfox, we proceed with creating a Wynyard Community Improvement Grant and a Wynyard Revitalization Grant for 2018.

Jordan – that we place an ad in The Wynyard Advance/Gazette advertising a contract position for the Curling Rink Caretaker.

Jordan – that we offer Zac Pitzel a short term contract position to December 31, 2017 for the Wynyard Curling Rink Caretaker.

Jordan – that we authorize sending Zac Pitzel to the Food Safe Course and Serve it Right Course at a cost of $145 plus expenses.

Jordan – that we authorize the Wynyard School of Dance to place their custom sign onto the Cornerstone Arts & Culture Centre.

Jordan – that we authorize hiring Prairie Horizon Electrical to install a light above the sign on the outside of the Cornerstone Arts & Culture Centre at a cost of $250.

Jordan – that we authorize purchasing memberships in the Saskatchewan Trails Association and Cross Country Saskatchewan at a cost of $100 and $150 respectively.

Karakochuk– that we approve a one year tax exemption for Lots 17-20, Block 5, Plan Q7104 as per the Town of Wynyard Tax Exemption Policy.

Karakochuk – that we approve a two year tax exemption for new construction for Lots Pt 12, 13-15, Block 4, Plan Q7104 as per the Town of Wynyard Policy.

#809/17 New Arena Water & Sewer Servicing:

Karakochuk – that we authorize the Mayor and the Chief Administrative Officer to sign the New Arena Civil Works Contract for the installation of water and sewer mains to the site of the New Arena Project.

#810/17 Block E, Plan 101814757 Easement:

Jordan – that we authorize the Mayor and Chief Administrative Officer to sign the water and sewer easement agreement with the owners of Block E, Plan 101814757, to facilitate the installation of services for the New Arena Project.

#811/17 Extra Cost Upgrades:

Karakochuk – that we authorize extra expenditures in the amount of $4,970 plus tax for the installation of new entrances at the Civic Centre complex paid upon completion of the work.

#815/17 Town Rental Facility Inventory:

Swinburnson – that we instruct Chief Administrative Officer Chorneyko to instruct the facilities caretaker to implement mandatory inventory documentation at the Civic Centre Auditorium and Ukrainian Hall after every rental event.

#816/17 Wynyard & District Museum:

Karakochuk – that we purchase a new water heater for the Wynyard & District Museum at a cost of approximately $800 installed.
