Call to Order:

Mayor Boylak called the meeting to order at 7:00 PM.

#755/19 Minutes:

Kucey– that we adopt the minutes of the previous regular meeting of November 5,
2019 as circulated.

#756/19 Vouchers:

Prystai– that we approve the following vouchers for payment as recommended by the General Government Committee of Mayor Boylak and Councillors Jordan, Kostyk and Prystai and attached hereto:

General Vouchers #5372, 5373, #5375 (Manual) = $ 29,535.75
#5376 to #5407 = $ 68,134.08

Payroll Vouchers #5342-#5371 = $ 31,180.00

Karakochuk– that, to comply with the Ministry of Environment’s regulations, we hire P. Machibroda Engineering to compile a Landfill Groundwater Monitoring Report at a cost of approximately $2,430.

Prystai – that we receive Chief Administrative Officer Chorneyko’s Report as
presented.

#760/19 Access to Information Policy:

Karakochuk – that we adopt the Access to Information Policy as per the document attached hereto.

Kostyk – that we receive the Complaints and Comments Report as presented.

#762/19 Wastewater Collection & Wastewater Treatment:

Kucey– that we authorize D.J. Peterson to attend the Wastewater Collection and Wastewater Treatment Level 2 Course February 10 – 14, 2020 in Saskatoon at a cost of $1,197 plus expenses.

#763/19 Town Superintendent Report:

Kucey – that we receive Town Superintendent Reid’s Report as presented.

#764/19 Co-operative Place Indoor Recycle Bins:

Jordan – that we purchase four indoor recycling bins for Co-operative Place, from Uline, at a cost of $468 plus taxes.

#765/19 Food Safe Course:

Jordan – that we authorize Tim Swinburnson to attend a Food Safe Course in Wynyard on December 2, 2019 at a cost of $100 plus applicable taxes

#766/19 Saskatchewan In-Motion Blue Cross Get Out & Play Challenge:

Jordan– that we authorize the Skatepark Committee to enter Saskatchewan In-Motion Blue Cross Get Out & Play Challenge and authorize Mayor Boylak to sign the registration form.

#767/19 Anderson’s Report:

Jordan – that we receive Director of Leisure Services Anderson’s Report as
presented.

#768/19 Bylaw Enforcement Officer’s Report:

Kostyk– that we receive the Bylaw Enforcement Officer’s Report as distributed.

#769/19 Land Sale Request:

Prystai – that we deny the request received to sell NW 22-32-16-W2, Ext. 41 at a price of $30,000.

Kostyk – that we receive and file the correspondence as per the list attached hereto.

Prystai– that we receive the Mayor Boylak’s Report as presented.

#772/19 Resolution #746/19:

Kostyk – that we rescind Resolution #746/19 a motion to authorize tax exemptions.

#773/19 Municipal Tax Exemption:

Kostyk – that we authorize exempting the municipal portion of property taxes for Block U, Plan 90H07440 for the years 2019, 2021, and 2023, subject to Council discretion regarding the business being a going concern.

#774/19 General Government Committee and Prystai’s Reports:

Kostyk – that we receive the General Government Committee and Councillor Prystai’s Reports as presented.

#775/19 Traffic Bylaw Amendment:

Kucey – that we instruct the Chief Administrative Officer to create a bylaw to amend the Traffic Bylaw by allowing angle parking on Brookdale Place beginning at Lot 13, Block G, Plan 101917313 and continuing along the east perimeter to the end of Lot 7, Block G, Plan 63H07280; and to allow angle parking on Cramer Place beginning at Lot 2, Block H Plan 63H07280 and continuing along the east perimeter to the end of Lot 5, Block H, Plan 63H07280.

#776/19 Nuisance Bylaw Amendment:

Kucey – that we instruct the Chief Administrative Officer to create a bylaw to amend the Nuisance Bylaw by removing the licencing requirement from the definition of a “junked vehicle” by repealing Section 3(e)(i)(1).

#777/19 Public Works Committee & Kucey’s Reports:

Karakochuk– that we receive the Public Works Committee and Councillor Kucey’s Reports as presented. CARRIED
