Mayor Boylak called the meeting to order at 7:00 PM.

Kostyk – that we instruct the Chief Administrative Officer to create a bylaw to enter into fixed assessment agreements with the two poultry barns complexes known as 101158882 Saskatchewan Ltd. and Rolling Prairie Farm Ltd. at the same assessment as the previous agreement.

#148/17 A.E.D. Units for the Civic Centre Auditorium & Ukrainian Hall:

Jordan – that we purchase automated external defibrillators at a cost of approximately $3,800 for the Civic Centre Auditorium and Ukrainian Hall and that we inquire with Midway Ambulance for possible funding options.

#149/17 Cigarette Disposal Units:

Prystai – that we authorize purchasing three cigarette disposal units, at a cost of $90 per unit plus g.s.t. and shipping, for the Curling Rink and Swimming Pool areas.

#150/17 Communities in Bloom:

Jordan – that we authorize entering the Communities in Bloom competitive category for 2017 at a cost of $200.

#151/17 Pool Operators Course:

Jordan – that we authorize Director of Leisure Services Hoytfox to attend the Pool Operators Course, May 10 & 11, 2017 in Saskatoon at a cost of $100 plus expenses.

#153/17 Building Canada Fund:

Karakochuk – that we authorize the Mayor and CAO to sign the updated BCF Agreement which extends the deadline to complete the Recycle Centre Project to March 31, 2018.

#154/17 RCMP Annual Performance Plan.:

Swinburnson – that we set our policing issue priorities as follows:

i) Traffic and road safety
ii) Impaired driving
iii) Youth programs
iv) Drug reduction
v) Attention to prolific offenders
vi) Crime reduction strategies.

#155/17 Report Impaired Drivers (RID):

Karakochuk – that we request SGI to provide RID signs as per their recommendation.

#156/17 District Board of Revision:

Prystai – that we receive Jim McDougall’s resignation from the District Board of Revision with regret.

#157/17 Saskatchewan Association for Resource Recovery Corporation:

Kostyk – that we approve the SARRC EcoCentre renewal agreement and authorize the Mayor and Chief Administrative Officer to sign the necessary documents.

#158/17 Recycle Centre Tenders:

Prystai – that, as recommended by RBM Architecture, we award the Recycle Centre tender to RNF Ventures Limited at a cost of $1,045,269.

#159/17 Correspondence:

Karakochuk – that we receive and file the correspondence as per the list attached hereto.

#160/17 Westview Road Access:

Boylak – that we refer the issue of road access behind Westview to the Public Works Committee.

#161/17 Fire Prevention Bylaw Amendment:

Swinburnson – that we instruct Chief Administrative Officer Chorneyko to create a bylaw to amend the Fire Prevention Bylaw to allow the Wynyard & District Fire Association to add the following charges for false alarm calls:

First False Alarm – No Charge
Second False Alarm – $250
Third False Alarm – $500
In Excess of Third False Alarm – $1,000 per false alarm.

Kucey – that we authorize donating Town of Wynyard pins to the Icelandic Club to be distributed at Thorroblot.
