#401/19 2019 Mill Rate:

Prystai – that we set the uniform mill rate for 2019 at 13 mills.

#402/19 Minimum Tax, Mill Rate Factors, Base Tax Tools Bylaw:

Prystai – that we instruct the Chief Administrative Officer to create a Minimum Tax, Mill Rate Factor, and Base Tax Bylaw whereby the minimum tax for residential property is $1,340, with $1090 levied on the improvements and $250 levied on the land; and a minimum tax of $1,440 shall be levied on all commercial classes of property with $1,015 levied on the improvements and $425 levied on the land; the mill rate factor of 1.95 shall be applied to the uniform mill rate for all commercial and industrial classes of assessment; the mill rate factor for residential property is 0.65; and a base tax of $250 on all residential, agriculture, and commercial and industrial classes of property in the Town of Wynyard.

#403/19 Discounts and Penalties Bylaw:

Prystai – that we instruct the Chief Administrative Officer to create a bylaw to set the discounts and penalties for the tax levy on the payment of any current municipal taxes other than business tax and/or local improvement taxa 6% discount if paid on or before July 31; a 5% discount if payment made on or before August 31 and a 4% discount if payment is made on or before September 30; and where taxes and penalties remain unpaid after the thirty-first (31st) day of December of the year they are imposed they are deemed to be arrears of taxes. There shall be added to all arrears of taxes, and thereby forming part of arrears of taxes by way of a 10% penalty on January 1.

Jordan – that the Local Improvement Report, with respect to the proposed local improvement listed below, be adopted; that application be made under clause 5(1) (b) of The Local Improvement Act, 1993 to the Saskatchewan Municipal Board, Local Government Committee, to undertake this work as a local improvement at an estimated cost of $11,800.00:

Replace approximately 24 meters of sidewalk along Avenue B East abutting Lots 16 – 20, Block 5, Plan Q7104.

and; that the land described above is specially or directly benefited by reason of this local improvement differently from or greater than that generally received by landowners in the municipality.

#431/19 New Arena Board Advertising Rates:

Karakochuk– that we set the arena board adverting rates on the south end at $150 per year with $250 to be paid in the first year.

#432/19 Wynyard Monarchs Zamboni Advertising Fee:

Jordan – that we set the Zamboni advertising fee for the Wynyard Monarchs at $500 for the 2019-2020 season.

#433/19 Referee Room Sponsor:

Jordan – that the Hitchcock family donation be used to sponsor the Referee Room at the new arena.

#434/19 New Arena Project:

Jordan – that we purchase a new range, from Denson Equipment, for the new arena kitchen at a cost of $5,229 plus taxes and shipping.

Prystai – that we approve Change Order #23 in the amount of $14,500 to change and install railings at the new arena.
