Call to Order:

Mayor Boylak called the meeting to order at 7:01 PM.

Jordan– that we adopt the minutes of the previous regular meeting of July 7,
2020 as circulated.

Prystai– that we approve the following 2020 Business Licence Applications:

Prystai – that we approve the following voucher for payment as recommended by the General Government Committee of Mayor Boylak and Councillors Jordan, Kostyk and Prystai and attached hereto:

Prystai – that we instruct the Chief Administrative Officer to create a bylaw to authorize mail-in voting in Municipal Elections.

#361/20 Special Services Bus:

Swinburnson – that we purchase a new Special Services Bus, from Crestline Coach, at a cost of approximately $108,000.

Karakochuk – that we agree to combine Roll #505048100 with Roll #505048050 and that we adjust the 2020 tax levy reflecting this action.

Jordan – that we refer the issue of improper drainage along 10th Street East to the Public Works Committee.

Karakochuk – that we refer the issue of regulating septic companies using the Town’s lagoon to the Public Works Committee.

#372/20 Downtown Disposal Receptacles:

Jordan – that we purchase disposal receptacles for the downtown area, from Uline, at a cost of $657.

#373/20 Bulldozer Repair:

Karakochuk – that we instruct Town Superintendent Reid to find the best cost option and proceed to repair the bulldozer at the landfill.

#374/20 Town Superintendent Report:

Jordan– that we receive Town Superintendent Reid’s Report as presented.

#375/20 Town of Wynyard Golf Shirts:

Jordan – that we purchase Town of Wynyard logo golf shirts, for Town staff and for resale, from 4Imprint.

#376/20 Skatepark:

Karakochuk– that we authorize Ryan Edison to install a concrete pad and support posts under the floating pads at the north and south ends of the skatepark at a cost of $4,218; with PlayQuest paying half the cost and the Town of Wynyard and the Skatepark Committee paying half the cost.

#377/20 Zero-Tolerance for Bullying:

Jordan – that we authorize a policy creating a zero-tolerance for bullying at all Town of Wynyard facilities, and that breaching this policy will result in banishment from the Town of Wynyard facilities for a period of time to be determined by the Recreation Department.

#378/20 Haunted Forest:

Jordan – that we approve a Special Events Permit for the Rec Risers to host the Haunted Forest at the Wynyard Regional Park, September 18 and 19, 2020.

Jordan – that we receive Director of Leisure Services Anderson’s Report as presented.

#380/20 Bylaw Enforcement Officer Report:

Kostyk– that we receive the Bylaw Enforcement Officer Report as submitted by email.

#381/20 The Art Nest Outreach Program:

Jordan – that we authorize free use of the Ukrainian Hall for the Art Nest Outreach Program.

#382/20 Wynyard School of Dance:

Prystai – that we deny the Wynyard School of Dance request for a reduced rate at the Arts & Culture Centre.
CARRIED

#383/20 Combine Roll Numbers:

Karakochuk – that we combine Roll #505180750 and 505180800 as requested.

#384/20 Parkland Regional Library:

Swinburnson – that we approve the Parkland Regional Library request to allow curbside pickup and drop off for library books.

Prystai – that we require the owner of Lots 24 & 25, Block 2, Plan99H08143 to remove the retaining wall abutting the curb along Avenue A West.

Jordan – that we contact the property owner of Lots 24 & 25, Block 2, Plan 99H08143 to discuss solutions regarding their retaining wall being built on the road allowance along Avenue A West.
