Call to Order:

Mayor Boylak called the meeting to order at 7:00 PM.

#766/16 Minutes:

Kucey – that we adopt the minutes of the previous regular meeting of December 6, 2016 as circulated.

CARRIED

Mayor Boylak declares a conflict of interest due to financial interest and leaves Council Chambers (7:01 p.m.)
Deputy Mayor Karakochuk assumes Chair.

#767/16 Vouchers:

Kostyk – that the following voucher be approved for payment as recommended by the General Government Committee of Mayor Boylak and Councillors Jordan, Kostyk, and Prystai and attached hereto:

General Vouchers #22423 = $ 1,565.84

Mayor Boylak returns to Council Chambers and resumes Chair (7:02 p.m.).

#770/66 Building Canada Fund:

Prystai – that the Council for the Town of Wynyard support the PTIC grant for cast iron water main replacement infrastructure from the New Building Canada Fund, and Council agrees to meet legislated standards, to meet the terms and conditions of the PTIC program, to conduct an open tendering process, to manage the construction of the project, to fund the municipal share of the construction cost, to fund ongoing operation and maintenance costs, and to follow any mitigation measures as required by the Canadian Environmental Assessment Act and The Environmental Assessment Act (Saskatchewan) and that we instruct the CAO to resubmit our application in time for the new intake deadline of January 23, 2017.

Prystai – that with regard to our current Building Canada Fund Application for the Recycle Centre, we choose Option 2 and instruct RMB Architecture to complete the drawings and proceed to tender.

#772/16 Scotiabank GIC investment:

Prystai – that we re-invest our maturing Scotiabank GIC investment into a 6-month redeemable GIC at a rate of 0.99%.

#773/16 Special Services Bus:

Jordan – that we authorize the Special Services Bus to operate on January 1, 2017 for the New Year’s Levee.

#774/16 Tax Incentive Bylaw:

Swinburnson – that we authorize the Chief Administrative Officer to create a Tax Incentive Bylaw to be brought forth in 2017.

#775/16 Tax Enforcement:

Prystai – that we remove Roll #505017050 and Roll #505116300 from the Tax Enforcement List as arrears have been paid; and that we remove Roll #505111300 from the Tax Enforcement List as all the taxes have been paid.

#776/16 Council Meeting Cancellation:

Prystai – that due to the SUMA Convention we cancel the February 7, 2017 Council Meeting and schedule the General Government Meeting for Friday, February 3, 2017 at 8:00 a.m.

#777/16 Assessment, Taxation & Tax Tool Workshop:

Karakochuk – that we authorize Chief Administrative Officer Chorneyko to attend the Assessment, Taxation, and Tax Tool Workshop on February 15, 2017 at a cost of $20 plus expenses.

Jordan – that we renew Heritage Saskatchewan membership at a cost of $50.

Prystai – that we purchase furniture and appliances for the Cornerstone Credit Union Arts and Culture Centre from Harold’s Furniture at a cost of $2,640.

#795/16 Cornerstone Credit Union Arts & Culture Centre:

Jordan – that we approve the following lessee improvements at the Credit Union Arts and Culture Centre:
Wynyard School of Dance:
a) installation of a floating floor and dance flooring
b) mirrors on the west and south wall
c) ballet bars on the north wall, west wall and/or south wall
d) closet bar in the south east storage area which may mean drilling in to the concrete walls; and
Music Corner Parents Association:
a) Shelving attached to the walls in the vault storage area.

Jordan – that we purchase three benches from SCL Welding for the Wynyard Curling Rink at a cost of $225 per bench.

#797/16 Hot Wings Special Events Permit:

Jordan – that we approve the Special Events Permit for the Hot Wings Annual Hockey Tournament at the Wynyard Memorial Arena for the following dates and times:
January 13, 2017 6:00 p.m. – 2:00 a.m.
January 14, 2017 12:00 p.m. – 12:00 a.m.

Jordan – that we receive Director of Leisure Services Hoytfox’s Report as presented.

Kostyk – that we approve the 2017 Wynyard & District Veterinary Service District levy in the amount of $2,300.

#809/16 Waste Receptacles on Highway 16:

Kucey – that we instruct the Chief Administrative Officer to request the Department of Highways to remove the waste receptacles along Highway 16 on the east and west side of the Town of Wynyard.

#810/16 Traffic Bylaw Amendment:

Kucey – that we instruct the Chief Administrative Officer to draft an amendment to the Town of Wynyard Traffic Bylaw to add various signs as recommended by the Public Works Committee.

#811/16 Public Works Committee Report:

Karakochuk – that we receive the Public Works Committee Report as presented by Councillor Kucey.
