Call to Order:

Mayor Armstrong called the meeting to order at 7:20 PM.

#636/11 Minutes:

Kucey – that we adopt the minutes of the previous meeting of October 20, 2011 as circulated.

#637/11 Building Permit Applications:

Kostyk – that we approve the following building permit applications as per the approval of the Building Inspector:

#30/11 Wynyard CARRES – Finish Basement – 400 – 1st Street West – $703.76 CARRIED

#638/11 Lottery Licence Applications:

Kucey – that we approve the following Lottery Licence applications:

#16/11 Friends of Perry Chasky – Chris Landry – 50/50 – $5

#639/11 Director of Leisure Services Position:

Boylak – that we offer the Director of Leisure Services position to Kyle Stefanovic at a salary of $45,000 per year with three weeks vacation, plus the regular cost-share employee benefits package, plus a signing bonus of up to $5,800 in the form of housing start-up costs, plus fuel and accommodation expenses for moving to Wynyard.

Lendzyk – that we receive the Wage and Salary Committee report as presented.

#641/11 Skating Club Storage Room:

Lamb – that we authorize changing the lockable door knob set on the Skating Club’s storage room door at the Arena.

#642/11 Landfill Gate:

Kostyk – that we purchase a landfill gate from Nordic Industries at a cost of $395 plus taxes and shipping.
CARRIED

#643/11 Alley Development:

Kucey – that we refer alley development north of Block C, Plan 85H07211 to the budget committee.
CARRIED

#644/11 Donate Cooler:

Boylak – that we donate the old Civic Centre cooler “as is” to the Wynyard Legion.
CARRIED

#645/11 Civic Centre Kitchen Renovations:

Boylak – that we add $5,000 to the Civic Centre kitchen renovation budget, increasing the total budget to $21,000, by including cupboard replacement on the south and west walls.

#646/11 Tangible Capital Asset Policy:

Boylak – that we update the Tangible Capital Asset Policy as per the document attached hereto.
CARRIED

Councillor Kucey leaves Council Chambers at 9:10 PM.

#647/11 Block V Subdvision:

Kostyk – that we instruct the Administrator to proceed with subdividing a light industrial lot between Lot 1, Block V, Plan 101926380 and Block V, Plan 75H08124.

Councillor Kucey returns to Council Chambers at 9:20 PM.

#648/11 Waterworks Department:

Hordal – that we hire Fred Schulze on a part-time basis to assist with the operation of the Waterworks Department.

#649/11 Chorneyko’s Report:

Boylak – that we receive Town Administrator Chorneyko’s report as presented.
CARRIED

#650/11 Coulee Clean Up:

Kucey – that we hire Lonestar Construction to perform clean up work in the coulee on the east side of Wynyard.
CARRIED

#651/11 Karakochuk’s Report:

Kucey – that we receive Town Superintendent Karakochuk’s report as presented.
CARRIED

#652/11 Courthouse Subdivision Easement:

Hordal – that we authorize the Mayor and Administrator to sign the SaskPower easement for the Courthouse subdivision.

#653/11 Receive Correspondence:

Kucey – that we receive and file the correspondence as per the list attached hereto.

#654/11 Mayor’s Report:

Kostyk – that we receive Mayor Armstrong’s report as presented.

#655/11 Block A, Plan 77H09675 Proposed Subdivision:

Boylak – that we approve the subdivision proposal on Block A, Plan 77H09675 subject to compliance with the municipal reserve requirement, that we agree to rezone the land to R2 – Residential District, and that we do not require a service agreement.
CARRIED

#656/11 Curling Rink Door:

Boylak – that we install a door closer on the main entrance door to the Curling Rink to control the force at which the door closes.
CARRIED

#657/11 Emergency Lighting at Curling Rink:

Boylak – that we install emergency lighting in the Curling Rink basement.
CARRIED

#658/11 Town of Wynyard Website:

Boylak – that we update the Town of Wynyard website to include a “click-on events” calendar.
CARRIED

#659/11 Order to Remedy:

Boylak – that we issue an Order to Remedy for Lots 3 & 4, Block 8, Plan Q7104 as per the Town of Wynyard’s Nuisance Bylaw #02/06.

#660/11 General Government Committee Report:

Kucey – that we receive the General Government Committee report as presented by Councillor Boylak.
CARRIED

#661/11 Recreation Report:

Kucey – that we receive the Recreation report as presented by Councillor Lamb.
CARRIED

#662/11 Transportation Report:

Boylak – that we receive the Transportation report as presented by Councillor Kucey.
CARRIED

#663/11 Complaints/Comments Report:

Kucey – that we receive the Complaints/Comments Report to November 3, 2011 as presented.
CARRIED

Councillor Lamb declares pecuniary interest and leaves Council Chambers.

#664/11 Vouchers:

Lendzyk– that the following vouchers be approved for payment as recommended by the General Government Committee of Mayor Armstrong and Councillors Boylak, Lamb and Lendzyk.

General Vouchers #746 to #780 = $46,256.75

Payroll Vouchers #519 to #539 = $16,974.09

#665/11 Bylaw #58/11:

Boylak – that Bylaw #58/11, known as The Town of Wynyard Official Community Plan, be introduced and read for the first time.
CARRIED

#666/11 Official Community Plan:

Kucey – that we set the date for the Official Community Plan Public Hearing for December 17, 2011 at 1:00 PM to be held in the Civic Centre Auditorium.
CARRIED

#667/11 Adjourn:

Boylak – that we adjourn the meeting (10:35 PM).
