Call to Order:
Mayor Armstrong called the meeting to order at 7:10 PM.
#168/10 Minutes:
Boylak – that we adopt the minutes of the previous meeting of March 18, 2010 as circulated.

#169/10 Lottery Licence Applications:
Lamb – that we approve the following lottery licence applications:
#7/10 Golden Acres Auxiliary – Raffle – May 1, 2010 – $5
#8/10 Wynyard Hospital Auxiliary – Raffle – June 19, 2010 – $5

#170/10 Building Permit Application:
Lendzyk – that we approve the following building permit application as per the approval of the Building Inspector:

#171/10 Traffic Bylaw:
Lamb – that we send a copy of Traffic Bylaw #19/07 and a letter to all garage owners concerning parking restrictions.

#172/10 Public Works Workshop:
Hordal – that we authorize Laverne Popadynetz to attend a Valve, Meter and Piping Attachments workshop in Humboldt on April 6, 2010 at a cost of $84 plus expenses.

#173/10 Land Development:
Kostyk – that we deny Bill Springinatic’s request to purchase a portion of the old Golden Acres site located on 1st Street West.

#174/10 Civic Centre Water Fountain:
Lendzyk – that, due to plumbing problems, we remove the water fountain in the Civic Centre hallway and cap the pipes.

#175/10 Wynyard Pee Wees:
Lamb – that we approve the advertisement in the Advance/Gazette congratulating the Wynyard Pee Wees as league and Provincial champs at a cost of $20.

#176/10 Centennial Signs:
Kucey – that we approve the placement of Centennial Celebration promotional signs on the Museum grounds and behind both “Wynyard Welcomes You” signs subject to the Town’s final say on wording.

#177/10 Zoning Bylaw Amendment:
Boylak – that we instruct the Administrator to create a bylaw to amend Zoning Bylaw #328/84 for R2 regulations as follows:
Part V, Section 4) 4) Regulations:
Lot frontage minimum for rectangular lot on semi-detached and duplex buildings: 9 meters/unit – with lane; 10.5 meters/unit without lane or, at the discretion of Council, 9 meters/unit without lane.

Lamb – that we receive Town Administrator Chorneyko’s report as presented.

#179/10 Pool Staff Professional Development:
Lamb – that we increase the Professional Development money available to the Pool Staff to $200/person per year.

Lamb – that we receive Director of Leisure Services McConnell’s report as presented.

#181/10 New Deal Funding Agreement:
Boylak – that we authorize Mayor Armstrong and Town Administrator Chorneyko to sign the New Deal Funding Agreement extension under the Federal Gas Tax Program.

#182/10 RCMP Building Lease:
Hordal – that we agree, in principle, to the RCMP Building lease subject to clarification of the process to amend the lease if the Municipal Policing Agreement changes.

#183/10 Group Home Land Request:
Boylak – that we refer the request from the Wynyard CARRES Group Home to acquire additional land south of the existing group home to the General Government Committee.

#184/10 WCHS Yearbook Donation:
Hordal – that we purchase a Patron Sponsorship in the 2010 WCHS Yearbook at a cost of $75.

#185/10 SAMA Annual General Meeting:
Kostyk – that we authorize Mayor Armstrong to be the Town of Wynyard’s delegate at the SAMA Annual General Meeting on April 21, 2010 in Saskatoon.

#186/10 Offer to Purchase Lot 6, Block B, Plan G143:
Kostyk – that we refer the offer to purchase Lot 6, Block B, Plan G143 in the amount of $1,000 from Kris and Crystal Klebeck to the General Government Committee.

Lendzyk – that we receive and file the correspondence as per the list attached hereto.

#188/10 Mayor’s Report:
Kostyk – that we receive Mayor Armstrong’s report as presented.

Boylak – that we pay for engineered plans for a proposed licenced daycare centre in the amount of approximately $2,000.

Lamb – that we receive the General Government report as presented by Councillor Boylak.

#191/10 Riderville Contest:
Lamb – that we refer the “Where is Riderville” program to the Recreation Board.

Kucey – that we receive the Recreation Report as presented by Councillor Lamb.

#193/10 Sign Approval:
Boylak – that we approve the Flaman Trailer Sales sign for the Town’s sign corridor as recommended by Town Administrator Chorneyko.

#194/10 Jake Brakes:
Hordal – that we refer the “No Jake Brakes” sign issue to the Public Works Department.
