Call to Order:

Mayor Armstrong called the meeting to order at 7:15 PM.

Kostyk – that we receive the 2009 Mayor’s Report as presented by Sgt. Russell.

#31/10 Minutes:

Boylak – that we adopt the minutes of the previous meeting of January 7, 2010 as circulated.

#32/10 Lottery Licence Applications:

Lamb – that we approve the following lottery licence applications:

Lamb – that we receive Town Administrator Chorneyko’s report as presented.

#36/10 Electro Fusion High Density Poly Pipe Workshop:

Hordal – that we authorize Water Works Superintendent Schulze to attend the Electro Fusion High Density Poly Pipe Workshop at a cost of $150 plus expenses.
CARRIED

#37/10 Main Street Project:

Boylak – that we send a letter to businesses affected by the upcoming Main Street water service line replacement and re-pavement project with information about the project and the business’s option to replace the full service line.
CARRIED

#38/10 Water Works Superintendent’s Report:

Hordal – that we receive Water Works Superintendent Schulze’s report as presented.
CARRIED

#39/10 Parkland Regional Library:

Kucey – that we appoint Mayor Armstrong as the Parkland Regional Library Board representative for the Town of Wynyard.
CARRIED

#40/10 Live Well With Chronic Conditions:

Boylak – that we offer the Chronic Disease Management Team free use of the Fire Hall for their Live Well with Chronic Conditions educational program.
CARRIED

#41/10 Lot 1 & 2, Block B, Plan G143:

Lamb – that we accept Pierrette Durand’s offer of $5,000 to purchase Lot 1 & 2, Block B, Plan G143.
CARRIED

#42/10 Bullee Consulting Engineers:

Hordal – that the Town Administrator provide information to Bullee Consulting Engineers for their 2010 Survey of Residential Water and Sewer Rates.
CARRIED

#43/10 Receive Correspondence:

Kucey – that we receive and file the correspondence as per the list attached hereto.
CARRIED

#44/10 Mayor’s Report:

Kostyk – that we receive Mayor Armstrong’s report as presented.

#45/10 Borrowing Bylaw:

Boylak – that we instruct Administrator Chorneyko to create a Borrowing Bylaw authorizing a “line of credit” loan.
CARRIED

#46/10 Tax Incentive Policy:

Boylak – that we classify Hi-Way Service as new building construction for the purposes of defining their tax incentive as per policy.
CARRIED

#47/10 Civic Centre Auditorium Stage:

Boylak – that we repair the Civic Centre stage lights as required and look at options to install two stage panels to completely enclose the stage.
CARRIED

#48/10 Civic Centre:

Boylak – that we refer the purchase of a new screen and projector to the budget process.
CARRIED

#49/10 RCMP Lease:

Boylak – that with regard to the RCMP lease we demand that the interest rate be updated at every renewal period based on the Bank of Canada’s 5-year mortgage rate or that we increase the interest rate above the current 5-year mortgage rate of 5.25% if it is to be locked in for the 25 year lease period.

Lamb – that we receive the General Government Committee Report as presented by Councillor Boylak.

#51/10 Recreation Report:

Kostyk – that we receive the Recreation Report as presented by Councillor Lamb.

Hordal– that we receive the following Council reports:
a) Complaints/Comments
b) Bank Reconciliation to December 31, 2009
c) Financial Statements to December 31, 2009

#53/10 Vouchers:

Kucey – that the following vouchers be approved for payment as recommended by the General Government Committee of Mayor Armstrong and Councillors Lendzyk, Lamb and Boylak.

#11 to #36 = $76,036.23

Payroll Vouchers #20 to #38 = $15,154.07
