Call to Order:

Mayor Armstrong called the meeting to order at 7:15 PM.

#519/09 Minutes:

Kostyk – that we adopt the minutes of the previous meeting of October 1, 2009 as circulated.

#520/09 Lottery Licence Applications:

Kucey – that we approve the following lottery licence applications:

#16/09 St. Mary’s CWL (Sheila Hitchings) – Raffle – $5.00

#17/09 Royal Canadian Legion Br. 101 (Chad Martin) – Raffle – $5.00

#521/09 Building Permit Applications:

Lamb – that we approve the following building permit applications as per the approval of the building inspector:

#30/09 RM of Big Quill – 702 Avenue B West – Build Machine Shop – $506.00

#31/09 Gilbert & Deb Johnson- 208 – 4th Street East – Construct Garage – $253.31

#33/09 Peppertree Family Restaurant- 121 South Service Road – Moving Permit – $5.00

#522/09Election 2009:

Boylak – that we set the election worker’s pay at $50/day for training, $155/day for election officials, and $200/day for the Deputy Returning Officer.
CARRIED

#523/09 Well #8 Land:

Kostyk – that we return 0.38 acres of land from SW 29-32-15-W2, used for Well #8, to Dan Usipiuk with the cost of transfer being the responsibility of the Town.
CARRIED

#524/09Tax Enforcement:

Kostyk – that we approve the List of Land in Arrears for 2009.
CARRIED

#525/09 Tax Enforcement:

Lamb – that we remove from the List of Land in Arrears for 2009 all properties in which the arrears are less than one-half of the previous year’s tax levy. CARRIED

#526/09 Tax Enforcement:

Boylak – that we advertise the updated Tax Enforcement List as required by The Tax Enforcement Act.
CARRIED

#527/09 Karnalyte Meeting:

Kostyk – that we waive the Ukrainian Hall rental fee for the Karnalyte Public Information Meeting held on October 6, 2009.
CARRIED

#528/09 Donor’s Choice:

Lamb – that we authorize the Town Office to administer Donor’s Choice contributions.
CARRIED

#529/09 Chorneyko’s Report:

Kucey – that we receive Town Administrator Chorneyko’s report as presented.
CARRIED

#530/09 Bid for Gravel and Sand:

Kucey – that we authorize Town Superintendent Karakochuk to bid on gravel and sand at the Ed’s Excavating auction sale.
CARRIED

#531/09 Town Superintendent’s Report:

Kucey – that we receive Town Superintendent Karakochuk’s report as presented.
CARRIED

#532/09 McConnell’s Report:

Lamb – that we receive Director of Leisure Services McConnell’s report as presented.
CARRIED

#533/09 H1N1 Pandemic:

Armstrong – that we supply hand sanitizer for the Town Office as a precaution for the H1N1 pandemic influenza germ transmission.
CARRIED

#534/09 Receive Correspondence:

Kucey – that we receive and file the correspondence as per the list attached hereto.
CARRIED

#535/09 Mayor’s Report:

Kostyk – that we receive Mayor Armstrong’s report as presented.
CARRIED

#536/09 BHP Billiton:

Boylak – that we instruct the Town Administrator to contact BHP Billiton to assess their requirements concerning the surrounding communities in regards to their Jansen Lake mine project and ask them if they would like to meet with Town representatives.
CARRIED

#537/09 Halloween Patrol:

Boylak – that we hire the Wynyard Firemen’s Club for patrol duties during the night of Halloween at a cost of $600.
CARRIED

#538/09 General Government Committee Report:

Kucey – that we receive the General Government Committee Report as presented by Councillor Boylak.
CARRIED

#539/09 Council Reports:

Kostyk – that we receive the following Council reports:
a) Complaints/Comments
b) Financial Statement to September 30, 2009
CARRIED

#540/09 Vouchers:

Boylak – that the following vouchers be approved for payment as recommended by the General Government Committee of Mayor Armstrong and Councillors Lendzyk, Lamb and Boylak.

General Vouchers #783 to 825 = $131,538.02
Payroll Vouchers #495 to 513 = $14,658.35
